Oscar Morales is a lawyer.

He graduated in Law from the University of Cantabria in 1993 and obtained his PhD in Law in 1998 from the Universidad Autònoma of Barcelona, with a thesis on "Misappropriation crimes", obtaining the Cum Laude maximum qualification by unanimous decision of the Tribunal. His doctorate was obtained thanks to an FPI (Formación del Personal Investigador) grant from the Spanish Ministry of Education, with a one-year research stay at the Institute of Economic Criminal Law of the Albert Ludwig Universität (Freiburg im Breisgau, Germany).

He is the author of several books and dozens of legal articles on crimes against public administration, the market and consumers, tax offences, investor fraud, intellectual property, technological crimes, occupational accidents and procedural issues of criminal interest, such as the right to remain silent. His publications largely result from national and European R&D projects in which he has participated or directed. He is currently the director of the three editions of the Criminal Code with case law, "Código penal con Jurisprudencia", published by Editorial Aranzadi, with the participation of some of the best criminal lawyers in the country.

He has been a lecturer at the Universidad de Cantabria, Universitat Autònoma de Barcelona, Universitat Oberta de Catalunya and Universitat Rovira i Virgili, in Tarragona, where he has directed doctorate, degree and master courses. Since 2001, he has been a Visiting Professor at the Università degli Studio di Trento with the course "Computer Criminal Law". He is also an associate professor at the Ramon Llull University (ESADE), with which he has been collaborating since 1999. From 1999 to 2003, he was a Magistrate at the Barcelona Provincial Court, where he participated in the trial and deliberation of countless criminal cases and was the rapporteur on more than 500 occasions.

In 2003, he joined Uría Menéndez, starting the criminal practice in the Barcelona office. He was a partner for 13 years, until December 2021. During that period, he represented the interests of several financial and banking institutions — in some cases defending their chairpersons and directors – multinational companies from a wide range of sectors (energy, fashion and luxury brands, consumer goods, health, infrastructure, etc.), acting before professional and jury tribunals.

Since 2008, he has been recognised by the Chambers Europe Directory (in Band 2 for the last ten years) and awarded by various directories such as Iberian Lawyer (Best 40 Iberian Lawyers under 40, 2009) or Best Lawyers (Lawyer of the Year, Barcelona, Criminal defence, 2015 and 2018). In 2019, he was awarded the medal for professional merit, on his incorporation to the European Higher Council of Doctors. Oscar Morales has given hundreds of lectures in Spain and in other countries, such as Italy, Colombia and Cuba.
